Freelancers Access PayPal, National Space Policy Approved

Pakistani government, led by caretaker Federal Minister for Information Technology and Telecommunication, Dr. Umar Saif, has addressed the long-standing demand of freelancers. Freelancers can now channelize remittances through the international gateway, PayPal. Dr. Saif shared this development while disclosing that the Cabinet has also given approval for the National Space Policy. This policy permits private-sector companies to utilize low-orbit satellites for satellite communication services.

The Ministry of Information Technology and Telecommunication is set to roll out various digital initiatives next week. These include the channelization of remittances through PayPal, offering smartphones on easy installments, and introducing standardized quality tests for IT graduates. The ultimate goal is to position Pakistan as a prominent “Tech Destination.”

Dr. Saif clarified that while PayPal itself is not entering Pakistan, an agreement has been reached to channelize remittances through a third party. The formal launching ceremony is scheduled for January 11, 2024.

Highlighting efforts to boost IT and telecom sector exports, Dr. Saif mentioned that sector exports currently stand at $2.6 billion, but the actual figure is closer to $5 billion. This discrepancy arises as a significant portion is parked outside the country for international expenses. A recent policy intervention, in collaboration with the SIFC and the State Bank, allows IT companies to retain 50% of their export revenue in dollars in a Pakistan-based account.

Additionally, starting January 12, 2024, the Ministry plans to initiate a program where customers can obtain the latest model phones through easy installments. In case of non-payment, the Pakistan Telecommunication Authority (PTA) will block the handset using the Device Identification, Registration, and Blocking System (DIRBS).

In another groundbreaking move, the Ministry is set to unveil Pakistan’s inaugural startup fund on January 9, 2024. The Ignite-National Technology Fund will oversee operations, with the federal government allocating Rs2 billion. Private investors and venture capitalists are expected to match this contribution, fostering the growth of successful startups.

Responding to queries, Dr. Saif announced that the Higher Education Commission (HEC) would conduct “Standardized Quality Measurement Tests” across universities to enhance job opportunities for fresh graduates. The Ministry is actively collaborating with various stakeholders to revamp IT education in universities.
