The Directorate General of Customs Valuation in Karachi has announced revisions to the Customs values for a wide range of branded cheeses imported from various origins. This update, enforced through valuation ruling number 1853 of 2024 issued on Monday, aims to streamline import processes and ensure accurate valuation.

Under the new ruling, Customs values have been adjusted for processed, grated, shredded, powdered, cream, and cheddar cheeses from different brands imported into the country. Notable brands affected include Happy Cow, President, Aria, Three Cow, LaBella, Al-Marai, Teama, Zott, Taverna, Embrog, Pride, and Kraft.

These revised values also encompass cream cheese and processed cream cheese from brands such as Puck, Arla, Taverna, and Embrog, among others. Additionally, Mozzarella cheese from various brands, blue-veined cheese, and cream cheese in different packaging sizes are subject to the updated values.

Previously, Customs values for cheese imports were determined under Section 25A of the Customs Act, 1969, through valuation ruling No1357/2019. However, due to the unavailability of conversion costs from constituent materials and allied expenses in the country of export for cheese manufacturing, a revision was necessary.

The determination of Customs values for these goods falls under Section 25(9) of the Customs Act, read with Section 25(7), and Customs Rule 121(2) of Customs Rules, 2001. This provision emphasizes the importance of flexibility in applying valuation methods in accordance with the law’s aims and provisions.
